For both categories of disruptive behavior,Tier 3 Is the Tier that is most comparable. They both include data tracking systems such as CICO and BIP. Both of these require written data that will be monitored and documented.

For these 2 categories of disruptive behavior, the Tier that presents the most contrast is Tier 1. This is because all of the strategies listed in this Tier are more conventional and specific to their respective disruptive behavior. Once these strategies are deemed to be ineffective, it is necessary to move on to Tiers 2 and 3 as they are less specific strategies. Strategies in Tiers 2 and 3 can detect that a bigger issue may be present, such as a neurological or mental condition
