2nd Grade - some challenging behaviors
Lack of Responsibility: failing to turn in homework, losing pencils, books and materials gone missing, messy locker and messy desk, etc.
Tier 1
Class Job
One way to instill responsibility is to give the students jobs that instill in them a sense of responsibility.

This is a dispassionate method to help students remain focus on the task at hand
Teach and offer examples of organizational skills
The first step is making sure that students are able to know what to do. If they don't know how to be organized, how can the teacher expect this of them. This is second grade and these skills acquire time and practice

Individual and Class based schedules
allow for the students to know what is going on, and what give them times to check and make sure that they are organized.
Sometimes helping the students know what is going on in the future allows them to prepare for each task. One needs to be careful with the younger students because they sometimes do not need information overload. This is a case by case situation.
Tier 3
Daily Behavior Form
The teacher keeps track of the students daily progress and checks with the students as well as other support staff
No Passing Time
If this is a serious issue and the student is not responding to positive motivation, then the teacher might have to use negative reinforcement for particular cases so the student knows that when something is lost there are consequences.
Counselor Referral
This is a last resort. The student might have developmental issues or something else at stake and needs professional help with this area.
Disruptive Behaviors: speaking out of turn, over-socializing during class time, getting up and down from the chair, making loud noises during class.

Sometimes students with extra trouble or challenges can have a personal contract that they and the teacher sign that shows steps on how to work on and deal with issues in the classroom.

Acknowledging Positive Behavior
When students are keeping quiet, or are on task, it is important to show them that they are doing a good job. Also, positive reinforcement with a chart to keep track
Use Calm Natural Tone
When you lift your voice, you most often lose your students. Talking in a quiet tone can diffuse the situation in many cases, and keep oneself calm as well.
Speak to Student in the Hallway
When the student is consistently acting out, the teacher can call the student aside and talk to them privately about their issues.
Flip Card Chart
This allows for the student to be aware of what they are doing wrong and allows for self reflection. This also helps the student keep the negative focus on the char rather than the teacher.

Contrasting between the two issues
There are a few differences with teaching responsibility and teaching compliance to rules and avoiding disruption. I understand that students have different developmental times. Disruption in class has more effect on the general atmosphere of the class. Students can get in more serious trouble than lacking responsibility. Lacking responsibility and disrupting class could have different root causes. Thus some more practical tools might be able to aid in helping gain responsibility
Comparing between the two issues
Concerning disruptive behaviors, and lacking responsibility there are a lot of similarities. First of all,I think positive reinforcement for all behaviors is useful for the younger years. Furthermore, the students love being constantly reassured that they are on track. Behavior contracts and checking in with the student constantly helps keep the student on track and focus his / her growth on smaller information. Keeping a board that helps track students' behavior is helpful and then offering small prizes when they reach a goal is really helpful as well.
