4/5 won -> majority-minority districts
8 new black members -> winning in non-Hispanic whites districts

1965 Voting Rights Act -> vote for black people
1986 -> the supreme court -> guidelines to draw black districts
easier for the election of black people
elected in districts = a black majority / a majority with Latinos
