Place = how much work -> no money for the basics = inequality
Elite -> Private school = big gap
deeply rooted
Poverty Situation
cuts in the budget for education = no meals = hungry = no focus
bad for their future -> inequality for that kind of case
Worse -> School's Staff = 4th source of emergency
set aside

sleeping child= feckless adult
losers and winners for the government
Cost-cutting policies = problem -> Worse = thought as their own making
