1947, Secretary of State George Marshall came up with the Marshall plan, foreign aid policy to help Europe rebuild, giving them 13 billion $ in aid, 130 billion today. Goal was to restore production in europe, expand trade, and to a small degree, support the expansion and reinforcement of democracy.
