Context is important for human security - the end of the Cold War, developments in technology, globalization - as such, the theories of the cold war came under attack by the likes of Buzan, who called for the broadening of security. Many atrocities on the ground pushed scholars to think about these issues in a different light - the developments were there, but it needed to come to fruition in the form of human security (collins, 2013)
