China "plays the panda card" to prevent Austria from meeting with him
Using a pair of pandas in Schönbrunn Zoo, the Chinese government wants Austria to back down over human rights and Tibet, an independent territory that now belongs to the People’s Republic of China. Similar diplomatic pressure has been applied to Britain, France, and Germany.
China resigned the 10 year lease on the pandas if the state agreed to not recognise Tibet and its leader
Foreign Ministry spokesman Hong Lei characterized the visit as a “severe interference with China’s internal affairs” which “hurt the feelings of Chinese people”

China has bilateral investment agreements with over 100 countries and economies, including Austria, the Belgium-Luxembourg Economic Union, Canada, France, Germany, Italy, Japan, South Korea, Spain, Thailand, and the United Kingdom.
Providing Aid
China entices states with aid, to not recognise Taiwan as a state
E.g. Vanuatu use to recognise Taiwan but now does not and receives aid from China
Panda Diplomacy
China has a track record of revoking panda loans from countries that have displeased it
USA's 23 year lease on Giant Panda's ended on the 27th of April 2019
The US still has panda's in Washington, Atlanta and Memphis zoos. However, US and China are currently in a trade war and there are rising tensions between the states in a battle for power so China may evoke the loans
