Build a table with relevant example figures to highlight the $$$s - extrapolate that out based on their actual turnover figures from recent period.
Costs 50%-250% of employee salary + benefits
E.g. Losing PR cost the club - ($120k + $4500) x 250% = $311k
Application - so you could spend $300k on developing PR and still be better off than replacing him, especially given the unknown of who you might get as the replacement.
Society for HRM (SHRM) research findings
Entry level eg, say $30k salary no benefits x 50%, so org could spend $15k on development and be better of than replacing them, especially given the increased productivity and engagement that the investment would likely generate.

Est cost of active disengagement = 34% of salary
Applied example for org of 100
Headcount = 100
Disengagement = 17 people
Median salary = $50k
Cost of disengagement (34%) = $17k
Total cost (17x$17k) = $289k/yr
Can apply that to departments or regions to give more relevant application
