Overall Question: How do DHPs perform as a response to the UOP?//What role do DHPs play as a response to the UOP?

Research Problem
Clear from the introduction of the UOP that it was controversial, and concern over impacts was present. DHPs the only direct response to these impacts - so are DHPs an effective response?
How DHPs perform the role of bedroom tax mitigation, consideration of the role and performance of DHPs, how DHPs perform in response to impacts of the bedroom tax, exploring the role of DHPs .... HOW ELSE CAN I WORD THIS? OR AT LEAST DEVELOP THIS INTO A MEANINGFUL PHRASE?
What am i actually doing? Well im thinking about whether funding is sufficient for mitigation, whether the application process is sufficient for mitigation, how impacts of the bedroom tax interact with people's experiences of DHPs, whether DHP nature is sufficient in mitigation.

Nothing that considers DHPs directly as a response to impacts of the UOP and within the direct context of how the UOP works.
Doing this allows for a more critical understanding of how DHPs work within the context of the the policies it responds to.
For example, in my research i found that an impact of the UOP is shortfall in housing costs, and as there isn't housing stock for people to move into this leads to a problem with DHPs being short-term and discretionary. (Don't write this in the Lit review, just for your clarity).

A key finding that hadn't been acknowledged through the process of this dissertation is how much other welfare reforms act as compounding.

Introducing my research problem - note some impacts and issues of the UOP found in (grey) literature and then note some issues with DHPs as responding to that. My research problem is therefore that issues seem to emerge with regards to these policies. Perhaps note here that originally intention to consider problem of different policies, but unable to do this.
So a noted issue with the UOP is that people can't downsize, DHPs within this context are meant only as short-term until people move --- THIS IS A PROBLEM that i am going to research.
Another PROBLEM is funding uncertainty - how can DHPs best respond to the UOP is funding is limited?

So i'm saying - look, these are noted problems of the UOP and these are noted problems with DHPs - so my research is considering how, and if, these problems manifest in the experiences of support workers in Berwick.
Justification of my research - what is the aim of my research?, why is reaching this aim of use?
Why is the aim of use? - well the UOP has lots of impacts which are detrimental, and effects a lot of people - so understanding whether the only policy in place to lessen these impacts is working is important into preventing such bad impacts.
What is my research aim? - To consider if DHPs work in the context of the UOP. If any problems are highlighted in my research, this provides a base from which policy improvements can be made. The big aim i suppose is to ensure that in the future changes to DHP policy can occur so it suits as a response to the UOP, but i guess this is out of my reach, so my aim is to highlight arrears of issue.
Introducing my locality and methodological approach - i am going to interview support workers in Berwick (why Berwick, my own personal biography, links to the area, access). Semi-structured interviews, qualitative and use of grounded theory. Documentation analysis for triangulation.
