The Emancipation Proclamation - A proclamation declaring all slaves from rebellious states shall be free. Though this didn't include ones that weren't in rebellious states

" A great American" refers to Abraham Lincoln, the 16th president of the United States

100 years: the distance of years from the Emanicipation Proclamation was from 1863 - 1963

Cashing a check - getting cash in hand; getting the full amount of the payment, and you'll be able to spend that money immediately.

This is an analogy. Cash in check refers to how Americans should act upon or follow up on that promise(The declaration of Independence). This note should have secured all men's rights and not just whites. This also states that this change should be made now and not gradually.

People are suffering, it shouldn't be gradual change but an immediate call to action.
