Evaluation of Influences on Law Making
Political
STRENGTHS
Each party has proposals for reform ready so if get into Gov, both party and public know what they wish to do
Gov has majority in HoC = virtually every law it proposes will be passed - Gov reflecting majority of electorate
WEAKNESSES
If different party elected next - may repeal/alter some laws prev Gov passed due to differing policies - changes in law = costly
If Gov has very small majority = restricted in laws it can propose
Coalition Gov = compromise on policies - electorate does not vote for coalition and compromise so Gov does not reflect will of electorate
Public Opinion
STRENGTHS
UK has a free press - members of the press are able to criticise Gov policy/bring any issues to the attention of the Gov
Media highlighting bad practice = 2009 - MPs expenses claims - Parliament had to reform the whole system
Comments on social media can be made as soon as an issue has come to light - allows for Gov to consider a law while fresh in public consciousness
WEAKNESSES
Gov may respond too quickly to a high-profile incident (knee jerk reaction) - can lead to law being created too quickly and not thought through - law = poorly drafted
Dangerous dogs Act 1991 - wording of Act led to many disputed cases in the courts - amending Act had to be introduced 5 years later
Purpose of the Act failed to protect people from attacks by dangerous dogs - 1000s of people need hospital treatment each year after attacks
In some cases, can be argued media manipulate the news and create public opinion - News of the World's 'name and shame' campaign against pedophiles
Pressure Groups
STRENGTHS
Some pressure groups have large memberships that exceed those of political parties - charities etc - can raise an issue of concern to a large number of people
Often raise important issues - environmental groups made the Gov much more aware of the damage being done due to greenhouse gases etc
WEAKNESSES
Could be argued pressure groups are seeking to impose their ideas - even when the majority of the public do not support their ideas
Occasions where 2 pressure groups have conflicting interests and want opposing things
The League Against Cruel Sports wanted fox hunting banned - Countryside Alliance wanted it to be continued
Lobbyists
STRENGTHS
Lobbyists bring issues to the attention of MPs - may lead to a debate in Parliament, publicity for the issue and a change in the law
WEAKNESSES
