Initially believed that there was no way of meltdown occuring.
Did not realise that even 0.01% errors can cause 22,000 iterations per second of a nulcear reaction, causing the whole thing to go boom.

Difficult to do this, as vessels are heavily contaminated, at 250 + microsieverts, causing malfunctions in all robots dispatched to that area.
Plans to extract fuel in 2021
Dispatched engineers to remove 1,300 fuel assemblies from a storage pool in reactor 4, and is reinforcing damaged reactor buildings, coated with special covering to reduce worries of rainfall complicating the issue.

Finding alternative housing and sustainable income
trauma from all the losses, sadness from losing the life they had at tomioka.
Angry with the government for passing all warnings of meltdowns, and giving up on the situation. Says it will take longer than expected, because the schedule was not based on reality, and was just a mere timetable created by TEPCO and Shinzo Abe.
More angrier that the government is saying everything is "under control" , near the tokyo olympics to boost revenue from this event. They are also downplaying decomissioning costs to hopefully restart nuclear reactors.
Never said anythign like that in japan, eventhough he mentioned it several times while he was promoting the tokyo 2020 olympics overseas.
Because of this government miscommunication, the public trust has worsened in japan, eventhough soil conditions in fukushima are improving -- in fact it is now safe for engineers in the area to wear light, white clothing (to reflect all forms of radiation).
