From Phase 2 Report, p 7-8: “12 out of the 13 FOs had developed a manual of operations which contained policies, systems and procedures of their organizations However, the FOs could not normally write these documents in manual form; thus they would engage professional people to help them. Among others, the content of the operation’s manual were rules about membership, meetings, financial, transportation and communication of leaders and staff, business (meat shop, consumer store, and agri-vet stores) hog and poultry raising, etc.” Q: DID THEY GO THROUGH THE MANUAL CAREFULLY WITH THE MEMBERS SO THEY REALLY UNDERSTAND WHAT’S IN THE MANUAL?
