Institutional Decay: Breakdown of Rules based Order
What do you mean by 'Rules Based Order'?
It is nothing but a shared commitment by various communities, societies, institutions etc. to conduct their activities in accordance with agreed rules that evolve over time.
For example: International law
regional security arrangements
trade agreements
immigration protocols,
cultural arrangements.
Brief History: The rules based order was globally established after WW2 and is normally associated with the global hegemony USA is seen to command post the war. Also known as Pax Americana.
Also known as the Liberal international economic order (LIEO) in IR, the rules based order is a notion that contemporary relations are organized around several guiding principles lile:
Free markets
Multilateral institutions: WTO, UNO, IMF, World Bank, AIIB etc.
Liberal Democracy
Rules based order in India:
Post Independence, various autonomous institutions were established in India for better administration of the nation. Various rights were given to these very institutions to have a say in related matters independent of the legislative. Some of these organizations are:
CBI
ECI
SC
RBI
National Statistics Associations etc.
Importance of a Rules Based Order
Rules in a democracy assure us that justice is synonymous with fairness.
Rules make our worlds predictable
Without institutions and rules our life would be chancy, unpredictable and fickle.
In a democracy, individuals are governed by institutions, and not by men.
The only way citizens can be protected against any arbitrary and unlawful exercise of power is by limiting the power of government.
