It is a visual scale and is used to tell how strong the winds are.
It is a scale from 0-12
0-4 is calm with a bit of leave and wig rustling as well as sideways smoke
5-9 is when trees start to sway and things start to break off like twigs and slate from houses
10-12 this is when tree start to fall and real damage occurs

Buildings
Buildings give off heat from the sun that they absorb and give it off at night. Also they give off heat from excess energy
They block winds so it is windier in one area than another

Which way the house is facing as towards the sun is warmer

Wind goes over them so lower down will be less windy
they provide shade from the sun so it is cooler

Mountains block wind from coming through so one side of the mountain will be winder than the other.
