citizens would elect president, legislators and judges
the judicial branch would suffer b/c the average person is not aware of the qualifications a judge should possess
since federal judges are appointed for life, their thinking will not be influenced by the president who appoints them, nor the senators whose consent the president will seek
we may not like to admit that men abuse power so the gov't must control the people and control itself
dividing power helps to check its growth in any one direction, but can't be divided absolutely equally
self-gov't flourishes in a large country containing many different groups and self-gov't is both possible and practical in the U.S.

factions defined as groups of people who gather together to protect and promote their special economic interests and political opinions
they work against public interest, and infringe upon the rights of others
factions of inevitable as long as men have different opinions, wealth, property
2 ways to control a faction: remove its causes or control its effects. he says the 1st way is impossible. the second is impracticable but he says that the gov't under the Constitution controls the damage caused by factions
representative form of gov't which many elect a few to govern. pure or direct democracies can't control factions because the strongest and largest faction always will win.

you need 1 person to be the head of the executive, so one person can have all the blame
president will fight against the tyranny of the majority in Congress with the power to veto (a check to the legislative branch)
you need an active president who is a leader and needs power, but with a duration to be accountable
