CSR is diverse and has kind of its own definition depending on the context.
Polluting and giving money in exchange or for a reason independent of their practices counts as CSR.
CSR focuses on the benefit of steak holders and inside organisational improvement
Its considered a change of focus from the company's operation.It focuses on steakholder and shareholder value.
CSR focuses on reducing negative impact

CSR has become something important and is included in the firms core
CSR depends on the discipline that is being studied or depending on what the company does (Economics, business, law, politic science)
Economics: Something that has no financial value, has no value at all and efforts that dont have this aim are wasted. For them its sacrificing profit. It can also be a way out from market failure which in this case is defined as failing to adress social cost.
For businesses CSR consists on moral obligation, sustainability and reputation. It searches for the balance between financial performance and social performance. One of the main aspects is the environment so efforts are destined towards improving processes that benefit the environment.
From the legal point of view CSR focuses on human rights. Its classified as a law regime derived from international laws.
From the politic point of view CSR begins where law ends because doing the minimum that law requires is what normal people do. It targets bigger problems like pollution and discrimination. Its protection from individuals (firms) to citizens from government failures.
Without a proper definition there is no way to measure CSR
