There is no personal code of morality at this level. Typically the age group is children 9 years or younger. Children have no authority, and therefore reasoning is based on physical consequences of actions.
Most adolescents and adults are at this level. Adult role models' moral standards are adopted, and we begin to gain a little authority. Our moral beliefs are based more on the norms of the society
Only 10-15% of people are capable of reaching this stage. Morality is based on individual, self-chosen principles rather than external influences.
