The shops and restaurant in Sai Kung also depend on the large amount of citizen in Sai Kung to earn money. So this solution would stop many companies business.

Some of the even more overpopulated places in Mong Kok has residents that want to move to new places. By stopping the government from opening new properties, those people wouldn't be able to move to a better environment. The new immigrants from foreign places wouldn't be able to have a new choice to stay if they want to stay in Hong Kong. Since the city of Hong Kong is being that overcrowded, and a more quiet place like Sai Kung has stopped opening new properties, this will attracts less people to come to Hong Kong.

This would make the residents in Sai Kung be able to come and go much more conveniently. It would also solve the traffic problem caused by the tourists on weekends, since there are less cars on the road. This would make it much easier for workers to come and go from Sai Kung, and tourists as well.

This can cost lots of money, since there are more than thousands of people coming and going from Sai Kung. Especially on weekends. By doing this, you will have to spend much more money to produce those new double decker buses.

While the double decker buses increases, the amount of minibuses needed would be decreased. Then some of the many mini buses driver wouldn't have a job and a way to earn money.
