In the affected cohort cut backs were made on energy (46 per cent of those who had cut back on spending), travel (33 per cent), food (76 per cent) and leisure costs (42 per cent) (claimant survey and qualitative interviews).
Autumn 2013 - 62% of 'still affected' spent less on household essentials such as food and heating.
Summer 2014 - 57% of 'still affected'.
Those who mentioned cutting back on essentials and/or non-essentials were asked what things they were cutting back on. Food, clothing and energy/utility bills were most mentioned both by those still affected and also those no longer affected.
On which, if any, of the following things have you spent less since we last spoke in October or November of last year because of the changes to Housing Benefit?
Still Affected - food = 77%, energy/fuel = 47%.
No longer affected - food = 67%, energy/fuel = 43%.
Affected - food = 76%, energy/fuel = 46%.
Never Affected - food = 56%, energy/fuel = 28%.
‘That £60 a month I have to pay (RSRS) would cover food for two weeks or it would mean I could keep the house warm. It just feels like I’ve had two weeks of money taken off of me.’ (Affected claimant)
Fuel Poverty Statistics
Scotland - 26.5% in 2016 (as per the definition of if a household spends more than 10% of income on fuel costs).
Scottish Borders - 39% in 2012-2014.
England - 11.1% in 2016 (as per the definition of 'low income high costs' of if income is below the poverty line but energy costs are higher than a typical household).
Northumberland - 12.8% in 2016.
Food Insecurity Statistics
England Food Bank Usage in 2017/18 (Trussell Trust) - 1,031,544 parcels.
Scotland Food Bank Usage in 2017/18 (Trussell Trust) - 170,625 food parcels.
Scottish Health Survey - 8% in Scotland 2017 experiencing Food Insecurity (as per definition of being worried about food in the past 12 months, e.g. fear of running out).
UK 2014 - 10.1% (as per the definition of limited or uncertain availability to nutritionally adequate and safe foods in socially acceptable ways).

When food bank users had the opportunity to report multiple problems, analysis reveals the following headline figures (Box 2.4):
• Affected by one or more of sanction, delay, ESA stopped: 50-55%
• Affected by one or more of above and/or ‘bedroom tax’ or benefit cap: 59-63%
• Affected by one or more of the above and/or referred due to benefit change/delay: 67-78%.
Citation of the Bedroom Tax for Income Crisis Attributable to Benefit System for food bank referal - County Durham = 19%, Epson and Ewell = 9%, Tower Hamlets = 6%.
