People in control could be disrespectful, it hints Wordsworth’s negative opinions of the government. They treat the poor badly and feel a sense of self entitlement
Overall, it is more of a negative image, were “huge” mountains are a metaphor for the factories that tower over the other’s lives; Discriminatory as the poor are lower class, they do not get a good life
Could also be a metaphor for control. The poet is urging you to stop being controlled by these fears (like the “mind forg’d manacles” in London)- and to rise up and rebel against the bosses
