Andrew Johnson's Plan

Took away the right to vote and hold office for former Confederate officials and Confederates who had taxable property worth more than $20k
Johnson's idea was that by preventing the wealthy elite who led the Confederate states to secede, he could keep out disloyal Southerners from reforming the state governments.
However, Confederates could directly appeal to the President for a pardon, which Johnson frequently gave out, allowing many wealthy planters to get back into office in a year or so.
Compromise of 1877
- Democrats would support Hayes in return for Hayes abandoning Republican governments in the South
- Repbulicans would support building of Southern transcontinental railroad
Hayes withdrew federal troops from the South, letting the Republic governments fall and ending Reconstruction
