Lincoln's Plan
Lincoln guaranteed southerners that he would protect their private property, though not their slaves.
He believed that states should be allowed to re-enter if 10% of the voters of a confederate state pledge allegiance to the Union.
He published this plan in a proclamation and he hoped that this would make the confederates more inclined to surrended after they find out that things won't be so bad once they get back in.
His plan was more of a political maneuver than a plan to better the United States. The war needed to end,
