Johnson's Plan
Johnson was short-tempered, racist, and lacked self-control. Johnson's loyalty to the union was only because of his strict interpretation of the constitution and belief in limited government.

Johnson's plan gave the white south a hand in regulating the transition from to freedom and offered no role of politics to blacks.

Compromise of 1877
The leaders of the 2 parties worked out an informal deal. The Democrats allowed Hayes to become president, and in return, he would:
- immediately end federal support for the republicans in the south
- Support the building of a southern transcontinental railroad
The end of a federal military presence in the south along with a series of decisions in the 1880's and 90's, brought the reconstruction era to an end
The supreme court struck down multiple reconstruction laws that protected blacks from discrimination. Supporters of the new south promised a future future of industrial development, but most remained poor.
Lincoln's Plan
Because Lincoln thought that the southern states had never left the union, he hoped they would be re-est. by meeting a minimum test of political loyalty.
Proclamation of Amnesty and Reconstruction (1863): Lincoln set up a simple process for political reconstruction.
- Full presidential pardons would be granted to most confederates who took an oath of allegiance to the U.S constitution.
- Accepted the emancipation of slaves.
Ten Percent Plan: Specified that a southern state could be readmitted into the union once 10% of it's voters swore an oath of allegiance to the union. Voters could then elect delegates to draft revised state constitutions and establish new state governments.
Lincoln didn't want to punish the south. He wanted reconstruction to be short so that the U.S could go back to the way it was before.
