Black Codes

Wade-Davis Bill (1864)
A stricter, more Republican take on reconstruction. Required 50% of voters to take the oath as opposed to 10% in PAR, and only allowed for non-Confederates to vote for a new state Constitution. Refused by Lincoln.
Freedmenś Bureau
Acted as an early welfare agency, providing food, shelter, and medical aid for those made destitute in the war. Major success came from education.
