Johnson's plan reflected that of Lincoln, but his stated that all former Confederate leaders and officeholders as well as Confederates who had any more than $20,000 in taxable property.

All states that wanted to be accepted back into the Union had to rewrite their constitutions and eliminate any and all slavery.
Compromise of 1877
This deal ended reconstruction. Democrats would agree to Hayes taking presidential office as long as he would quickly put an end to federal support of Republicans in the south. Hayes also had to provide support of the construction of railways in the south. Hayes kept his promise and also removed troops from the south. The Supreme Court also withdrew numerous reconstruction laws.
