this wiped out planters, bankers, merchants, etc. (basically influential people who led the south to succession
when he stated it was allowed to petition directly to him for pardon, he received 13000 pardons in one year

moreover, Johnson was in constant conflict with congress

any former confederate state form a union govt. if 10% had taken the oath to comply to union & constitution , receiving a pardon from the president

his pardon excluded confederate officials, such as military officers, judges, & congressmen who left and aided the rebel cause
govt. loyal were in tennessee, arkansas, and louisiana
