In Tier 2 and 3, it became a much more serious matter with more and more people involved. Once you move past tier 1, there were contracts, behavioral plans, meetings with parents, and counsellors referrals. I think that most of the situations that come up in the classroom can be handled in Tier 1. However, it it goes to Tier 2 and especially 3, then a lot of other factors come into play. Tier 3 seemingly to be the last resort before expulsion.
