In water oxygen is more electronegative than hydrogen so the electrons are closer to the oxygen atom. This means the oxygen becomes slightly delta negative and the hydrogen becomes slightly delta positive

Ionic Bonds. Ionic Bonds form when electrons are transferred from one atom to another, forming charged Ions which are attracted to each other by Electrostatic Forces. Elements tend to loose or gain electrons, forming Ions, to get a 'full other shell'.
