Rambam on questioning
Start rebuking by asking a question. Sometimes people can misunderstand questions and take them the wrong way and start getting defensive and see it a someone trying to rebuke them.
Yevamoth 65b
Do not rebuke a scoffer for he will hate you, but reprove a wise man and he will love you. A scoffer is trying to make mistakes and knows that they are doing them and doesn’t want to be told that they are doing something wrong. A wise man wants to be criticized so they can get better mentally.

A scoffer won't appreciate the critizism and might take it personally but a wiseman will like the critizism and use it to better himself, so bring it up to that person when theyare willing to better themselves.
Brachot 10a
Rabbi Meir prayed for the hoodlums to die but his wife said, Don’t blame the person, blame the sin. If sins weren't there, people wouldn’t be able to use them to rebuke/ criticize others.
