policies
factory managers had autonomy over certain decisions

failed to take advantage of the 1973-74 world oil crisis
increase in oil prices to bloc countries. led to them increasing prices to consumers and borrowing from west -> contributed to the collapse of security belt over the satellite states
association - central authorities still much in control over prices, wages investment
-> labour shortage emerged - many workers with more than one job

policies
chemical fertilizers and advanced mechanical equipment. took resources away from Kosygin's plans but did increase state investment
output quotas and what crops to plant from the centre

-> produced 30%, comprised 4% arable land
increased salaries, food price still low
problems
kolkhozes operated at a loss
-> due to high charges for fuel/machinery
-> advantage gone from increases in-state prices for farming produce
1979 low production, grain brought from USA and Canada
