Explain Neo-institutional theory
Neo -Institutional Theory refers to the policy making that mainly focus on the behavior of policy maker in the political institutions. The actors which is among the institutions, the executives, legislatives and judiciary, involves in the procedure of making policy.
The main and official actors will making the decision due to the authority that they gain but the decision also must based on the rules and proper procedures to avoid any behavior such abuse of power. The unofficial actors participate in the making of policy because they also have the right to do so and in order to protect their interest.
This theory assumed that public policy is the outcome or results from the political system responses to the demand that occur from its environment.
The input comes from the environment which includes the demand from the government. The output refers to the policy made based on the rules, laws and the decision made by the government. The policy is formulated by the political system but there is no specific explaination on how they make the decision-making.

Systemic agenda involves any general issues that require the action taken by the government. This is because the issues is serious among the publlic as they issues spread widely which gain more attention from other people that are not affected by the problem.
Institutional agenda includes the issues that legislators or public officials feel obliged to give serious attention. The issue involve is rather specific and requires the attention of decision makers.
Policy problem can be define as a situation or condition on certain matters which leads to the dissatisfaction of masses which requires the actions from governmental in order to resolve the problem. The government should exercise their power in minimising the attention of the people by making better policy.
