DEFINITION OF CONCEPT
The concept of New Public Management (NPM) is often used to refer to a set of contemporary administrative changes aimed at improving public sector efficiency and performance in the delivery of services, at the core of these changes are the adoption of private sector values and management practices into the public sector and the delivery of public services through market-oriented mechanisms.
New Public Management is also known as Managerialism, Market-based Public Administration, Entrepreneurial Government, etc.
From a static, hierarchical, disciplined bureaucratic administration, NPM creates a citizen-friendly administration that must make poor public administration strong and efficient.
It is therefore easy to recognise that the NPM emphasises three Es for public sector reform. Efficiency, economy and effectiveness are these three Es.
