        Advantages:
        
        help break down barriers between people and the agencies that serve them
        
        people learn that an agency is not faceless and that the individual in charge are real people
        
        provide a time and place for F2F contact and 2 way communication,
        
        give agencies respond directly to comment or misinformation
        
        forecasting by a group of experts is better than forecast by an individual expert
        
        Disadvantages:
        
        decision may be inaccurate due to personal interest
        
        Delphi Technique
        
        Advantages : response require aduequate time for reflection, elimination of interpersonal problems, efficient use of expert's time, diversity of ideals, accuracy of solutions and predictions
        
        Disadvantages : Depend on members' skills & expertise, moderator cannot predict competency, process to analyse answer is hard
      - Genius Forecasting (individual opinion)
        
        Advantages : cuts time and cost, difficult to make prediction based on intution
        
        Disadvantages : two contradict genius opinions, can be costly, genius is limited to particular field of knowledge, hard to find the reliable one
