Definition
Interactive decision-making methods where the committee addresses the problems and listens to opposing opinions on issues and listens to opposing views on issues and works together to find an agreement.
Disadvantages
Decisions can be incorrect on the basis of personal interests and purpose, and may at last be the product of one or only a few expert opinions.
It assumes that prediction by a team of specialists is better than any prediction by an independent expert.

Policy forecasting: A process of predicting future direction/ action towards a problem (policy agenda) such as what kind of option is suitable to solve a particular policy problem and what action is needed to be taken.
Policy formulation: A process of drafting courses of action (policy options) to address what has been placed on the policy agenda

POLICY FORMULATION
DEFINITION
- process of formulating (drafting) / developing acceptable courses of action / options for the selected policy agenda.
- it shows that when forecasting process is done, the administrators will then meeting on draft of the policy.
- when policy is drafted- they will look on the actions / alternatives that need to be concerned and focus.
