Policy makers would have numerous options and recommendations of ways to overcome certain issue that has been identified.

If the issue is regarding on the water pollution caused by wastage disposal of a factory, then they would discuss on the options they have to over come the issue- it could be shutting down the factory, suing the factory owner, jail time for the factory owner all of them.

While the political system is the government institutions and political process.

SOPs are the outcome of a political system on the arising demands made by the public which in this case is the increment cases of covid-19 infections in Malaysia.

A theory where the policy is formed by focusing on the behaviour of the decision-maker within the governmental or political institutions.

This theory is similar to elite theory and group theory where they are convinced or see the behavior of the policy actors as an individual that is making policy decision with the aim to fulfill their own interest.

These actors could be official actors who are those with the responsibilities and authorities to make policy and the unofficial actors who are the ones having the rights to protect, promote and utilize their interest.

Systematic agenda.

These are the matters that probably need actions from the government.

This is when most of the public are discussing the matter but there is no action taken by the policymaker.

Question 3 (a)

Disappointments of the public that is created due to certain situation which needs governmental actions to be resolved.

This would include misuse of drug cases, abortions, human trafficking even any forms of pollution such as air, water and sound pollution.

March 2020, the arising number of Covid-19 cases required the governmental actions to resolve it. That is where the government implement SOPs to reduce the daily number of cases of Covid-19 in Malaysia.

Institutional agenda.

These are the matters that demand attention from decision-maker.

These are the matters that have become very specific and demand the attention of policymakers at the institutional level.

Government action towards this matter is mandatory and discretionary.

Members of house of representatives demanded a pay rise.
