Location
- Should be specified and mapped.
- Show the important consideration with respect to major market.
- Multi destination tours and tourism product development must be identified.
Natural Environment
Characteristics of natural environment to be scrutinized:
- Climate
- Topography
- Wildlife and vegetation
- Coastal and marine areas.
- Geology
- Ecological systems
- Natural resources areas
- Historical influences
Social cultural and Economic Patterns
Several aspects to be identified:
- Population characteristics
- Cultural patterns
- Economic patterns
Land use, Settlement and Tenure Patterns
- Mapping pattern is important to value the selection of tourism development
- Land tenure is important to determine availability of land for tourism development. (Eg: private and government land, lease hold, individual ownership)

Present Development Policies and Plans
Investors require to be aware of current policies and business plans. It require both:
- Document research area
- Discussion with government agencies and private sectors
Government and Tourism Organizations Structure
- The structure, functions and staffing for tourism development corporation to view its appropriateness and effectiveness
- Political ideologies
Investments Policy and Availability of Capital
- Investment policies for development projects need to be researched (Eg: joint venture, franchising,etc.)
- Government incentive and investment policies required clear cut examination
- High capital investment such as water supply, roads, airports
Tourism Legislation and Regulations
