Financial ministers, are unable/unwilling to reform.

There was no representation in governance, no one was showing leadership... The king was weak, he could inefficiently govern.

Because of the food prices rising by so much and the country being composed of nearly entirely poor people, this lead to the worst famine in recorded history.

Because of the King's inability to do things, this lead to a financial problem... The country's bread prices goes extremely high.
The rise of the scientific reasoning (enlightenment) dudes being able to use their voice to raise awareness, for the better good.
