Costs and Consequences of Violent Conflicts
Many Women and Children are starting to 'dissolve', as said in the articles. The main breadwinner of the family was killed in the Violent Conflicts.
Families had to work either together or started to go on their own to find ways to make money for themselves.
Many children have become homeless becuase of the conflicts, many starting to have psychological issues, violent outbursts to family or friends.
In the killings, they have seemed to target people who have used and bought drugs for their personal use, but after they have turned themselves into the authorities, they were then targeted and labeled as drug dealers, leading to vigilantes to go and kill them, on the authority of the Mayor

In no way are the police arresting the vigilantes that are going and killing reformed people, who used to used and buy drugs. Plus they are even falsifying their reports and how and why they died.
Economic Foundations

After the deaths of the 'breadwinners' in the family, they families are able to get jobs, but it on the account of the individual, not the government stepping in to offer jobs or help the families in any way.

With the violent conflicts, the work is mostly being done by vigilantes, but the police do not really protect the innocent
Legitimate Politics

In the eyes of the Mayor, he did make a conflict resolution that he thought would help, but in reality, it is not helping others affected by the violence and the innocent lives taken.
Reserves and Services
No?
In not exactly sure on what this means, but from what I can interpret from it is that they may be building and thinking that they are offering fair services to families and civilians on the streets, but really, they are not really doing much to help and protect them.
