London, West has been known as wealthier compared to east end
This is because the working class used to have more access to the docks and sea in the east side
Prevailing wind is coming from the south west, so the east is down wind form industrial works so has lower air quality than the west

Goes to a regional authority such as London mayors Offic or London Vision
Goes to local councils to make decisions and a local level

Eg. Detroit
Market forces changed Detroit, local car companies were ousted by Japan car companies
Bid rent theory
The value of the land will change the type of land use in the area
Cheaper land = cheaper rent = less valuable land use
High end businesses will be found centralized due to higher rent costs
