        Meaning that there wasn´t a good management of the lands and territories
        
        Workers weren´t capacitated on how to manage and benefit from these lands

      - It meant not only to have the lands back
        
        But their rights back too

        Alvarado using his authoritarian and military government managed to make it reality in the whole country
        
        However, it was not planned carefully
