Special Education Referral Process:
Phase 1: Recognition
1. Identify
During Admissions
General Education Teacher
(Teacher informs Admin, Counselor or Learning Support Team
and fills in the Students of Concern Form)
2. Questions
Is the issue recurrent or new?
Is the issue constant?
Is the issue occurring in multiple settings?
Is the issue atypical for the student's age?

3. Try Differentiation Strategies
Grouping, targeted review, direct instructions, summarizing,
extended time, positive reinforcement, visual supports, etc.
Phase 2. Pre-Referral

4. Develop Formal Intervention Plan
Use information to document issue:
(Teacher interviews, work samples, parent interviews, standardized tests)

(Academic, behavioral, social and/or emotional)

Strategies to support students
with Learning Difficulties
Teachers can change and modify the content that the student needs to learn (curriculum adaptation).
Find which topics motivates the student and use them when teaching a lesson
Give them extra time to complete tasks and the option to work 1.1 during office hours
Make an accommodation plan for the student when he/she is in his/her regular classes
Seat him/her closer to the teacher or model peers
The student has access to assessment, project, and task due dates and guidelines allowing better planning to meet deadlines
Verbal, tactile, gestural tactics/signs or chat communicationsç are used to capture or focus the student's attention (ensure eye-contact)
The student will repeat/paraphrase instructions to ensure understanding
Provide reminders at the end of the class regarding important dates for assignments and tests
The student may use notes and other material required if the academic purpose allows it
The student may take tests and quizzes in alternate settings in a small group
Include extra-time to practice, step-by-step directions and special assignments.
Teach them how they can be included in the educational process.
