Bishops - Local importance, some held government office.

COUNCIL LEARNED - Exploited the King's prerogative rights, maintain revenue.
GREAT COUNCIL - Gathering of the House of Lords without the House of Commons. Rarely used - for war and rebellion issues.
COUNCIL - Advised King, Administered realm, made legal judgements.
Household
Comprised of: The hall, guard chamber, throne room and the privy chamber.
Lord Chamberlain had administrtative and polotical power thrugh his help to run the royal household.

Those who worked in the King's privy chamber obtained influence due to their level of access to the King.
Domestic Policy
Improving Royal Finances
Crown Lands - Henry owned most of England's land so rental income came from this. - Income inc. from this due to the removal of the Court of Exchequer which proved an unnecessary expense.
Profits of Justice - Fines and income from bonds. Yet these often had the potential to be paid but wee never followed through.
Pensions from Foreign Powers - the 1492 Treaty of Etaples meant that France agreed to pay England £5000p/a.
Feudal Dues and Royal Prerogative - Profits made from wardship(property owned by a minor) and from feudal aid(tax on tenants for knighting an eldest son or the marriage of an eldest daughter.)
Extraordinary Revenue - Income received from extraordinary taxation. However this was arguably the cause for both the Cornish and Yorhsire rellion in 1489 and 1497
