Swains Island
Navassa Island is a small uninhabited island in the Caribbean located south of Cuba. The United States says it is a part of the United States because they built a lighthouse on it. Therefore, since the Jennings family has built houses and inhabited the island they should decide what happens to the island. I think they would agree to make Swains Island an unincorporated territory because it would put a peaceful end to the dispute in a way that both sides are satisfied. The United States would own the island but the Jennings family would still administer the island practically free of government control.

Compromise- The island could be administered as an ,unincorporated, territory. This allows the United States to still own the island but it isn't a state or under direct control by the government. Only certain parts of the constitution apply to the island and the family can still technically be the people who administer the island.

After the death of Eli Jr. and his wife died, the island was annexed by American Samoa but administration of the island was given to Eli's daughter Ann and son Alexander.
if the US did not enforce rules on the island then the islanders could do twisted stuff like eat people
