26: Animal Welfare Body
- Member States shall ensure that each breeder, supplier and user sets up an animal-welfare body.
- The animal welfare body shall include at least the person or persons responsible for the welfare and care of the animals and, in the case of a user, a scientific member. The animal-welfare body shall also receive input from the designated veterinarian or the expert referred to in Art. 25.
- Member States may allow small breeders, suppliers, and users to fulfill the tasks laid down in Art. 27(1) by other means.
24 & 25: Personnelle requirements
- Person responsible for overseeing the welfare and care of the animals (in the UK this is the NACWO).
- Person ensuring that the staff dealing with animals have access to information specific to the species housed in the establishment (in the UK this is the NIO).
- Person responsible for ensuring that the staff are adequately educated, competent, and continuously trained and that they are supervised until they have demonstrated the requisite competence (in the UK this is the NTCO).
*Designated veterinarian (Art. 25) (in the UK this is the NVS).

Article 5: purpose of procedures - must only carry out procedures for these purposes = basic research/ detection &treatment&welfare etc of animals & humans / drug testing / for environmental wellbeing / for research aimed at species preservation / forensic inquires.
Article 12: carried out in user's establishment, within framework of a project .
Article 15: Classification of severity = must be wihting mild, mod, serve classes. Must follow the SAFE GUARD Clause.
Article 17: The end of procedure = only when no more can be seen, if they are expected to be in pain, only kill if pain, suffer, distress or lasting harm. Care and accommodation for those to be kept alive.
Article 23: competence of personnel = enough staff on site, and they must be trained in carrying out, design procedures, caring and killing animals.
