When first prompting their power and conquering over the Ming Dynasty. the Qing used the Mandate of Heaven to legitimize and justify taking over. The Mandate of Heaven essentially states one is chosen by a supernatural source, perhaps God, to be a ruler. However, one can only stay the ruler if they are successful. Despite the Ming dynasty and its people being extremely devoted, their success was coming to an end the Qing soon conquered over them. To ensure their power and rule after creating this new dynasty, the Qing Dynasty made it mandatory for all men to shave their head and leave a small pigtail in the back. During the Ming dynasty, hair symbolized a father and son's closeness and by the Qing making men shave it, they were using fear to maintain order of its people. After using fear, they established the “Sacred Edict” which was a set of 16 rules through moral and government demands. Each rule made sure to bring unity, possibility and peace through its people. It was all about keeping each other educating and using their power to make sure its people stood morally correct.
