When Linux user exists
it will attempt to login as that user using the user's current ehr password.if it passes, then the accounts are linked. if it fails, it does not link the accounts.

Notes:
A PM user can be linked to only one PCC EHR User at a time.

PCC EHR Users are not required to be linked to a PM user.
(however access to some EHR functionality requires the user be linked)
PCC EHR user information will be synced to the PM users.
PCC EHR Usernames would be
alphanumeric characters
lower case characters only.
range of 1-12 characters
