Why
The Lord intended his disciples to represent Him to do miracles or wonders or healing and let his chosen disciples to get started the connection, rather than staying alone. So, He made Saul couldn't see and showed him a vision that one of His disciples would help him overcome this by laying hand on him.
Consequence
So cAnanias departed and entered the house. And dlaying his hands on him he said, “Brother Saul, the Lord Jesus who appeared to you on the road by which you came has sent me so that you may regain your sight and ebe filled with the Holy Spirit.” 18 And immediately something like scales fell from his eyes, and fhe regained his sight. Then ghe rose and was baptized; 19 and htaking food, he was strengthened.
For isome days he was with the disciples at Damascus. 20 And immediately he proclaimed Jesus in the synagogues, saying, j“He is the Son of God.” 21 And all who heard him were amazed and said, “Is not this the man who kmade havoc lin Jerusalem of those who called upon this name? And has he not come here for this purpose, to bring them bound before the chief priests?” 22 But Saul mincreased all the more in strength, and nconfounded the Jews who lived in Damascus by proving othat Jesus was the Christ.

Acts 9:40 - But Peter put them all outside, and knelt down and prayed; and turning to the body he said, “Tabitha, arise.” And she opened her eyes, and when she saw Peter she sat up.

Peter came and put the disciples and widows outside the room and knelt down and prayed to the other direction of Dorcas and then turned to Dorcas and told her to rise up. Dorcus opened her eyes and sat up and saw Peter
Result
And he gave her his hand and raised her up. Then, calling the saints and widows, he presented her alive.
And it became known throughout all Joppa, and many believed in the Lord.
And he stayed in Joppa for many days with one Simon, a tanner.
About the ninth hour of the day1 zhe saw clearly in a vision aan angel of God come in and say to him, “Cornelius.” 4 And he stared at him in terror and said, “What is it, Lord?” And he said to him, “Your prayers and your alms bhave ascended cas a memorial before God. 5 And now send men to Joppa and bring one Simon who is called Peter. 6
So I sent for you at once, and you have been kind enough to come. Now therefore we are all here in the presence of God to hear all that you have been commanded by the Lord.”
While Peter was still saying these things, ithe Holy Spirit fell on all who heard the word. 45 And the believers from among jthe circumcised who had come with Peter were amazed, because kthe gift of the Holy Spirit lwas poured out even on the Gentiles. 46 For they were hearing them mspeaking in tongues and extolling God. Then Peter declared, 47 n“Can anyone withhold water for baptizing these people, who have received the Holy Spirit ojust as we have?” 48 And he pcommanded them qto be baptized in the name of Jesus Christ. Then they asked him to remain for some days.
Why
creating chances of spreading God's awesomeness and mighty through the rise of the dead disciple, Dorcus among the gentiles and let the apostle Peter drew near to the region of gentiles and told the gentile of Cornelius and his companions the good news. Eventually, they all received the Holy Spirit

But, God has the perfect knowledge to understand all the things in happening and making chances through His work of the Holy Spirit and the believers
Who has been the counselors to God? Who knows the plan and actions of God? If you follow and chase God's will, something is happening due to the Holy Spirit
