Transfers
Article 54. The educator who meets the following requirements has the right to request a transfer
Article 55. In attention to the cause that motivates it, in the Education Branch the following transfers are given

Article 61. The transfer by sanction will proceed for the teaching staff, when there are sanctions imposed with the requirements established in article 133 of Law 47 of 1946, Organic Education.
Article 66. When a vacancy occurs due to resignation, non-subsistence, retirement or death, during the school term they will be filled temporarily until the end of the school year.

Article 153. The members of the teaching staff who are separated from the service due to illness, bereavement or other proven urgent cases, will be entitled during the year, to leave of up to fifteen (15) days with the right to pay.
Article 155. The advanced pregnant status of the women employed as members of the teaching or administrative staff of the Education branch is incompatible with the position they hold.
Teachers, professors, principals, and assistant principals who are in this state must request leave to separate from their positions for a period of ten (10) weeks, before delivery and ten (10) weeks after delivery.

Organic Law 47 of Education of 1946
Law 47 of 1946 with the additions and modifications introduced by Law No. 34 of July 16, 1995
Article 1 "Education is a right and a duty of the human person, without distinction of age, ethnicity, sex, religion, economic, social position or political ideas.
Article 2. The Panamanian educational system is made up of two subsystems: the
regular and non-regular, defined in this Law.
Article 3. Education is official or private. It is official, the education paid for in whole or in part by the State; It is private, the one that is taught at no cost to the state, but all education is public.
Article 4 Education at the service of the human being is based on civic, ethical, and moral principles; it is affirmed in justice and freedom, with equal opportunities.
Article 5 Panamanian education is characterized by its democratic condition,
progressive, participatory and pluralistic; dynamic and innovative; creative and civil
Article 228 “The Ministry of Education will elaborate and publish all the text works that it is possible for its distribution in the primary schools.
Thanks to this Law it should be noted, teachers acquired stability in their jobs.
Principles of Panamanian Education
Education is a public service, a right and a responsibility of every human person, regardless of age, ethnicity, sex, religion, economic, social position or political ideas.

Before being Appointed, it is necessary to go through a Contest, here are the articles that support it
Article 11. The appointment contest for teachers and professors will be made by public announcement.
Article 3. The applicant for a teaching, managerial, national supervisory position, required in the third title of this decree, will not be considered eligible provincial and / or regional, submitted to competition, that does not deliver the complete documentation
Article 8. The selection process for the appointment and transfer of teaching, managerial and supervisory personnel will be done among the educators who aspire to the position in the school region.

Article 3 of Law 47 of November 20, 1979 establishes the conditions for appointments
In the Ministry of Education of the Republic of Panama the
conditions for appointment are as follows:
Interim corresponds to the appointment that is made, generally at the end of the school year, for example to cover a pregnancy leave.
Probation refers to the appointment made for two consecutive years, if the teacher's evaluation is satisfactory, he / she achieves permanence in the position.
Permanent appointment is granted when the teacher satisfactorily completes his two-year probationary period
Salary
Article 184. For salary purposes, secondary education teachers will be divided into three categories:
Professors with a university teaching degree
B. Professors with university degrees
C.Teachers without a university degree
