Thesis: Drawing from Judith Butler, McNeilly proposes that contrary to liberal conceptualizations, universality can be thought of as an ongoing process of universalization rather than a static attribute or characteristic
In this re-conceptualization, universality accordingly emerges as a site of powerful contest between competing ideas of human rights should mean, do, or say and universal concepts are continually re-worked through political activity
Universality as universalisation allows for potential interrupting of liberal regimes and crucially, opens the possibilities to reclaim the radical in rights
A final and fully inclusive closure of what universal human rights mean and who their subject is as well as their ultimate realization always remains a future attainment
One that we can never fully achieve but still keep striving for, nonetheless
